Abstract: Dr. Dmitry Mosyakov
analyses the current problems in China - ASEAN relations. He believes that the main reason of these problems is China
s attempts to control the vast territories in the South China Sea. The author examines American attitude to the problem of territorial sovereignty of the Parcel and Spratly Islands. He also touches upon the military build up in the area and forecasts the possible future development of the political and military situation in this region.

dwells upon the peculiarities of integration in Asia-Pacific region which is mainly influenced by relations between ASEAN and Australia and the New Zealand. Notwithstanding some contradictions between the parties, they have been cooperating in many fields through the whole period of the Association functioning. This stimulated the creation of new architecture of cooperation with the process being accelerated by active role of Russia, which cooperates with these and other countries of Asia
Pacific more actively than in previous post-soviet period.

analyses the oil-and-gas companies of Southeast Asia are deeply concerned about adverse prospects of opening new large oil and gas fields in the countries of region provided fast growth of demand for such resources is taking place. They are worry about some complicated technological and financial arrangements of work in the region too. This is the dominant motive of their for expansion overseas. In 2010 the greatest activity abroad was demonstrated by the oil-and-gas companies of Vietnam, Malaysia, Thailand and Indonesia, working in tens countries of the world, practically in all regions, including outside SEA.

analyses basic features of contemporary international relations and interactions in the «Myanmar
India China» triangle. The author shows specific political, strategic and economic interests of the said countries and contradictions between these «actors». She also considers varied mechanisms of the realization of their goals in the region as well as the existing problems and limits for compromise. Great attention is paid to Chinese endeavors to get a vitally important approach to the Indian Ocean Zone via Myanmar by implementing its «String of Pearls» course. India, on her part, is seeking new approaches for realization of its «Look East Policy» and for solving complicated problems in its unstable and underdeveloped Northeastern Region. As for Myanmar, it uses interaction with both Asian giants and other states to achieve more balanced position in South-East Asia after decades of isolation.

in his paper examines challenges and policy issues associated with ASEAN
s initiative to establish the Economic Community in Southeast Asia. It investigates the contributing role of the ASEAN Summit held in Сebu in 2007. During this Summit the ASEAN Economic Community Blueprint was ushered. Facing the last financial crisis, the ASEAN countries have no alternative “but to make use of regional integration”. The article aims to analyze the question whether the Economic Community will be capable of managing the new challenges of the dramatic changes in the international arena since the 1997 “ASEAN Vision 2020” was signed. This is followed by a section examining two newly established overall ASEAN economic agreements: ATIGA (ASEAN Trade in Goods Agreement) and ACIA(ASEAN Comprehensive Investment Agreement).These documents are aimed to ensure that all provisions which are necessary to ensure fulfillment of the ASEAN Economic Community goals by 2015. The paper also discusses the impact of two last financial crises (1997-1998 and 2008-2010) on the process of regional integration particularly the issue of elimination of non-tariff barriers. It aims to introduce the Association Position on the process of establishing the Southeast Asia Economic Community.
The author in his paper also makes an attempt to shed some light on the special provisions of the ASEAN Charter connected with the process of the establishing the ASEAN Economic Community. First and foremost it should be emphasized that it is planned to create comprehensive ASEAN Community which consist of three pillars: ASEAN Economic Community, ASEAN Socio-Cultural Community and ASEAN Security Community. The article overstressed the role of the economic component and its importance for the progress of the Association. The Economic Community is a cornerstone of the whole process of the community building in the Southeast Asia.

The paper results in the statement that the
ASEAN Charter is a significant contribution towards the making of a solid legal institutional base for the process of regional economic integration.

in her paper considers the progress in integration of South-East Asia and East Asia. The author underlines the role of ASEAN in this process. The Association with its population of many millions, with its aggregated GDP of almost $ 1.5 billion and growth rates higher than average in the world is the factor of development. Today ASEAN which was set up in 1967 as an instrument of regional dialogue and cooperation is the center of integration in Asia - Pacific region and its role is growing in the world commerce and finances as well as in the management of economic problems. Experience of the countries of the region could be of use for the global economy.

in the contribution “Indonesia in 2010. Major Developments” points out that so called Bank Century Case showed weakness of the political support President S.B. Yudhoyono enjoys. The creation of the Coalition council headed by Golkar chief A. Bakrie was an effort to obtain such support.
The issue of Christianisation become the main problem creating tensions in interconfessional relations.
Some progress in Indonesian-American relations was achieved with abolishment of the USA embargo on military and technological cooperation and president B. Obama
s visit to Jakarta.
Latent tensions in Indonesian-Malaysian relations reoccurred in 2010 with detention by Indonesian patriots of several Malaysian fishermen. This event sparkled violent anti Malaysian demonstrations in Jakarta.

in his paper offers a wide view of the East Java
history and today. He stresses that the Eastern part of Java is one of the oldest habitats of prehistoric man on earth. The ancient pithecanthropus lived here at least a million years ago and was called a Java man.
Later the East Java was a centre of many medieval states including the Empire of Majapahit with the legendary figure of Gajah Mada who united under the authority of his state the territory of modern Indonesia. Now the East Java is one of the most populated provinces of Indonesia with the total population of 37.5 millions of people mainly of Javanese and Madurese origin. The island of Madura is an important part of the province. East Java is the country
s main centre of stock-breeding. The province is also famous for its fish-breeding, rice growing, tobacco and sugar production, cement and oil industry. East Java houses an extremely beautiful mountain reserve Bromo. Sadly it is also the place of the biggest natural disaster in the history of modern Indonesia that is a mud volcanic eruption in Sidoarjo, East Java.

analyses the Russian-Vietnamese relations which entered the new phase in 2001, since the Declaration on Strategic Partnership as well as other documents were signed. Based on mutual understanding and due regard to national interests of each other the relations of strategic partnership between Russia and Vietnam are gaining momentum. They play a significant role in the system of international relations in South-East Asia as well as in the Asia-Pacific region as a whole.

in development of national filmmaking. The author specially emphasizes such new developments as private motion picture studios and participation of Vietnamese émigré film makers in the cinematography of the Social Republic of Vietnam.


Урляпов В.Ф. Малайзия: отношения с Китаем (Безусловный приоритет национальных интересов)

In his essay Dr. Vyacheslav Urlyapov evaluates the dynamics of Malaysia-China relations during the tenure of three prime-ministers, i.e. Mahathir Mohamad, Abdulla Ahmad Badawi and Najib Razak (1981-2010). The evolution of Malaysia
s China policy illustrated how a previously mutually suspicious relationship has been transformed into a partnership over a rather short historic period. Since the early 1990s growing bilateral and multilateral interactions has offered opportunities for both Malaysia and China to discover that they share important commonalities over international issues. The convergence of foreign policy interests, combined with the tangible economic benefits, have lead Malaysian elites to downplay their earlier apprehension of the potential security ramifications of the powerful neighbor. The growth of Chinas relative power has induced Malaysias ruling elite to move closer to Beijing by embracing a limited-bandwagoning strategy. But it did not imply that Malaysia favored a China-dominated regional order. A dominance-denial continued to be an unwavering goal for Malaysia, as indicated by its efforts to maintain close relations with all major powers. Accordingly, in addition to deepening its traditional economic pragmatism, currently Malaysia pursues a policy that can be seen as engagement-binding and limited bandwagoning, i.e. avoidance of superior-subordinate relations while obtaining maximum economic benefits in bilateral cooperation with China.

s paper is dedicated to taxation in Brunei Darussalam. It is noted that Bruneis tax system is one of the most liberal in Asia. Brunei has the least taxes compared to other countries in the region. There are no personal income tax, no export, sales and payroll taxes. Companies are subject to corporate tax, with the rate declining in the recent years. The government encourages national private sectors activities and foreign investment inflow through the system of tax incentives which was firstly introduced in 1975 and fundamentally revised in 2001. The Brunei International Financial Centre was established in 2000 and deals as offshore centre.

In her paper Tatiana Miloslavskaya deals with a social and political system of modern Brunei. Since 1962 the ruling sultan Hassanal Bolkiah is the head of the state with full executive authority, including emergency powers. The sultan is also the Prime Minister of Brunei, and holds the portfolios of Defense and Finance. In March 2006 the sultan has changed Brunei
s constitution to make himself infallible under local law.
In 1991 Hassanal Bolkiah introduced a conservative ideology called Melayu Islam Beraja (MIB) or Malay Islamic Monarchy, which presents the monarchy as the defender of the faith. The Government actively promotes adherence to Islamic values and traditions among its Muslim population. The Ministry of Religious Affairs is responsible for propagating and reinforcing the Shafi
i beliefs and practices as well as enforcing Sharia law, which existed alongside secular laws and was applied only to the Muslims. Islamic authorities organized a range of dakwah or proselytizing activities and incentives to expand and propagate Islam.

Буддийская сангха в Камбодже на рубеже веков: процесс возрождения

Abstract: Dr. N.N. Bektimirova
s paper considers the complex and contradictory process of the revival of Buddhist sangha in Cambodia, which started in the early 1990s. The article further shows that this renaissance is happening against the background of large-scale socio-political and economic reforms that are taking root in Khmer society. Using interview and press materials collected during extensive fieldwork in Cambodia the author examines various issues, such as the restoration of the temple economy, cadre renewal among monks, religious education and intellectual potential, ethics and the level of discipline within the Buddhist sangha. The author also analyses the multifaceted relationship between nikayas Mahanikaya and Thammayuttikanikaya.

Review of: R.E. JORDAAN and B.E. COLLESS. THE MAHĀRĀJAS OF THE ISLES: THE ŚAILENDRAS AND THE PROBLEM OF ŚRĪVIJAYA. Leiden: Department of Languages and Cultures of Southeast Asia and Oceania, University of Leiden, 2009 (Semaian 25). XVIII, 285 pp.
The pape
r deals with the new theory of early Indonesian history of the 8th - 9th centuries A.D. offered by Roy E. Jordaan and Brian E. Colless. Jordaan and Colless argue that the Śailendra dynasty empire united Central Java and the Srivijaya kingdom in Southeast Sumatra. This theory seems to be very convincing but one fact remains unexplained: Who was maharaja Panamkarana from the Kalasan inscription dated from 778 A.D.? Jordaan and Colless hold that he was not identical to Panangkarana in the Mantyasih I and Wanua Tengah III both dated from the early 10th century. On the contrary, I believe that Panamkarana of the Kalasan inscription and Panangkarana of the later records is one and the same king because he patronised Buddhism according to both the Kalasan text and the Wanua Tengah III inscription.


Стефанчук Л.Г. Основные этапы эволюции народа маори

In her paper Dr. L. Stefanchuk considers the problem of Maori
the endogenous population of New Zealand, which belongs to the Polynesian ethnic family. The key moments of its evolution are singled out. The first stage covers the late 19 th early 20 th century when extinction of the Maori stopped and a source of living was found. The first stage is connected with urbanization which immensely influenced demographic, social and professional structure of the Maori population. The greatest changes took place in the middle 1970 th with spiritual renaissance of the Maori, revival of their language and culture, restoration or compensation of their rights due to setting up of Waitanga tribunal. At the current stage the Maori amount to 14% of the countrys population. They established their political party, which won 5 seats at the latest parliamentary elections and wage a successful struggle for the real equality of the Maori and the New Zealand citizens of British origin.
