s paper «Soft Power in Chinese policy in South-East Asia» is devoted to modern Chinese policy in this region. It is obvious that the main purpose of this policy is to create the most favorable conditions for the expansion of Chinese influence here. The author analyses the behavior of China in bilateral relations with its neighbors in political, economic, military and cultural fields.

s paper titled «The impact of the world financial and economic crisis on the countries of South-East Asia». This crisis has arisen in the US as a financial one and very quickly spread to embrace developed financial markets. However financial crisis only slightly affected not sufficiently developed arising financial markets, which include the markets of the countries of SouthEast Asia.

analyzes problems connected with the formation of the free trade zones in South-East Asia, paying attention to the motives for negotiations and conclusion of the  treaties on the free trade zones. She is of the opinion that the reason for it is not only economic, but very often there is a political impulse. This observation is especially true with China because its policy clearly demonstrates direct political interest.

Abstract: Dr. Sophia Pale
in her paper on the current rivalry between China and Australia over economic and political influence in the South Pacific focuses on China
s recent successful penetration into Oceania, thus sensibly shaking the position of Australia in the islands states. The author outlines the main steps taken by China to promote its influence in the South Pacific and analyses the reaction of Australia to the growing presence of China in the region that has originally been considered by Australia as its own security area. Chinese migration to the islands is also a tough issue for Australia which has lost its overwhelming power over Oceania due to the global economic downturn. And finally, the author gives her view on the future opportunities for China to establish more of its soft power in Oceania.

Abstract: Dr. Marina Osipova analyses trends and prospects of the global monetary system reform. The world has changed since the financial crisis of 2008. The Jamaican monetary system is unable to ensure  the stability of global monetary and economic relations any longer. Crisis manifestations are sure to generate plans to reform the monetary system. The author underlines the growing role of ASEAN +6 (China, the Republic of Korea, Japan, Australia, the New Zeeland and India) in its contemporary reforming.

Abstract: Dr. Alexey Drugov and Maria Kulikova
analyze the results of the parliamentary elections and political situation in Indonesia. The authors came to the conclusion that the victory with very narrow majority by the Democratic Party of the incumbent President S.B. Yudhoyono failed to build sufficiently strong Parliamentary support for the government. The coalition of pro-government parties, which came into being after the elections, proved to be not stable enough particularly to confront the process of the «creeping Islamisation».
The Army being formally politically neutral still retains self-appraisal as autonomous political force.
In foreign policy the Indonesian government continues to take measures to further strengthen the country
s position in the world politics. There is a trend to make Indonesia the US ties more close and active while Indonesia Malaysia relations remained somewhat tense.

s national congress and its leadership change. The author stresses that for nearly three decades Golkar was one of the pillars of the New Order regime. And when Suharto who patronized it was forced to step down in 1998, it was predicted that the influence of this organization would fade away. Nevertheless Golkar managed to secure a place in the new political environment. Coming first in the 2004 elections.

Dr. Lyudmila Pakhomova looks into general trends in Indonesian economy. She concentrates on discussions in academic society of the country as well as in the political circles on the alternative ways of development; on Indonesian model of the “peoples economy” with the Sharia banking sector as part of it; on the effectiveness of the anti-crisis policy as well as modernization of the economy and society. The author believes that Indonesia is reaching the level of development specified by the New Program of Development (2010 2014) which stipulates rising potentialities for leap to prosperity.

s paper is devoted to the Vietnam-Japan relationship which assumed new quality in 2009. In the cause of the visit to Japan of the CPV Central Committee General Secretary Nong Duk Man the countries signed the Joint Declaration on development of the strategic partnership for peace and prosperity in Asia.
The framework of a strategic partnership of the countries calls for  a wide range of cooperation including such spheres as  trade and economy, technology, culture, education, manpower development as well as military cooperation in security matters. Any individual case of strategic partnership has its own characteristic features.

Abstract:  Dr. Vyacheslav Urlyapov
s paper is devoted to Malaysias involvement in the peace talks between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) as a third party. The talks started in 2001. While maintaining its facilitation role, Malaysia was providing  mediation. This might have not been obvious because of Malaysias preference for «silent diplomacy». Every time the GRP and MILF negotiating process reached a point of disagreement, Malaysia was helpful in suggesting alternatives.

Malaysias meditation worked not so much during the panels meetings but rather at the time they were not talking with each other. Such an approach was demonstrated in the cause of Malaysian diplomats frequent visits to Manila and the MILF headquarters on Mindanao Island.
The Malaysian authorities have not publicly demonstrated any direct linkage between their involvement in the peace process and the Philippines claim to Sabah. But Kuala-Lumpur hopes that if it plays an important role in ending the conflict, the Sabah claim would be dropped or delayed indefinitely.
But in August 2008 the talks were stalled after the Philippine Supreme Court issued restraining order on the signing of the Memorandum of Agreement on Ancestral Domain which is the main aspect of the peace accord. There are powerful economic and political forces in the Philippine elite who believe that their interests would be adversely affected by the Mindanao peace process.

examines the parliamentary elections in 2010 in the Philippines. Benigno (Noynoy) Aquino- the third became the 15 th President of the country. He is the son of the former national leaders
Benigno Aquino and Corazon (Cojuanco) Aquino, who for the Philippinas symbolize the fall of dictatorship and restoration of a democratic form of government. Therefore the victory of B. Aquino-the third was expected and predictable. There is a general feeling that the new President will implement deep change of the society. The researcher doubts that these expectations could be realized in full. The results of the elections failed to ensure the renewal  of the political elite. It only rearranged the groups in the elite engaged in interpersonal and factional in-fighting, including the Presidents supporters. Lack of clear strategy of reforming and modernization of the economic and political system in the Presidential Program will hinder the progress, impede the appropriate response to the challenges of today.

Abstract: Dr. Aida Simonia
in her paper «Myanmar in a run-up to the parliamentary elections» observes the political situation and the legal framework in the country before general elections. The Constitution of 2008 which is the base for elections of 2010 as well as a number of recently approved electoral laws would effectively prevent Aung San Suu Kyi and other political dissidents from participating in the upcoming elections. While the opposition National League for Democracy decided not to register the party and dissolve it, the prime minister of Myanmar general Thien Sein and the members of his cabinet had resigned from the army in April 2010 to stand in the elections as civilians and took a speedy decision to register their Union Solidarity and Development Party. The author also analyses the new wave of privatization of the state property. In the pre-election period the military government began the largest sell-off of the state assets in the country
s history including government buildings in the former capital, port facilities, mines, hydro-power plants and large equities in the national airlines. The main reason for holding elections now is to seek the formal legitimacy via an electoral mandate. Anyway the military will retain vast influence in all areas of life despite its civilian image.

considers the problems of modern Thai monarchy assessing the role of this institution in Thai politics which had been changing in the 20 th century. The author provides deep insight into development of the concept of the Thai monarchy. She examines the prerogatives of the king as fixed in numerous Thai Constitutions, which reflect political differences in the Thai society over the position of the king. Great attention is paid to the rules of succession to the throne and the line of succession. As a result of the study the author comes to the conclusion that the possible change of the monarch could be a serious challenge to the Thai statehood.

considers the problem of foreign influence on Laos. During the last decade Laos has become an object of active intervention of the Chinese and  Vietnamese  capital that in fact see Laos predominantly as a source of raw materials, i.e. minerals, electric power, raw rubber, etc. Today Laos has been turned into an arena of fierce competition between China and Vietnam for domination within its economic and geopolitical space, which endangers Lao economic sovereignty and political identity.

analyses some problems aspects Singapore met last year. The past year has seen Singapore go throw the worst recession since independence. It has been a time if heightened concerns arising for a variety of reasons. The economic downturn, the job situation the presence of foreigners. The last one will be the main problem during the future general election.
The author considers that the Government faces the uphill task of striking a balance between promoting Singapore as a welcoming and inclusive global city for a talents from the world over, and yet that accords special place for citizens and is committed to nation-building.

s paper deals with some aspects of the nation-building process in Singapore. It has been realized in two stages each being aimed at reaching certain results. The first stage, started in 1965 was characterized by the orientation to pragmatic values. The second one started in the late 1980ies when Singapore achieved large-scale results in the economy. However modernization came along with such elements of the Western culture as individualism, materialism, social atomization of a family.  It became obvious that to preserve the cultural values of the Asian society and cultural self-identification of Singapore economic growth is not enough. And there is an urgent need for the new value guidelines.
