s analyses devoted to the problem of current American Chinese contradictions in the South-East Asia. The author stresses that in the situation of growing Chinese expansion in the region a number of countries turn to the USA as a supporter of their independence and sovereignty. The manifestation of this trend can be seen in the attempts of Myanmars generals to establish contacts with the US diplomats.

Abstract: Dr. Stanislav Bylinyak
in his essay considers the causes of the global financial and economic crisis and its manifestations in the centers of world economy as well as in the periphery, while the regions of South-East Asia and East Asia are given special attention. This major region proved to be more persistent to the crisis than the countries of Europe and North America. The author also highly estimates the measures, proposed by the 20 most developed economies on their regular meetings convened to work out the measures to cope with the crisis.

in his article "Cooperation between Iran and countries of South-East Asia: main problems and prospects" mentioned that economic cooperation between Iran and countries of South-East Asia in recent years has become more intensive. In addition to wider bilateral trade investment cooperation develops rapidly. One of the main spheres of investment cooperation is oil and gas sector
the countries of South-East Asia will take part in development of Iranian hydrocarbon fields.
However, specific features of Iranian investment regulations, which severely limit investment inflow in oil and gas sector, hinder cooperation in this sphere. Nevertheless, mutually beneficial relations between Iran and the countries of South-East Asia grow in other spheres such as transport and financial sector.

analyses basic problems of cooperation between India and ASEAN in the course of their development. The author singles out the main forms and directions of their collaboration. The paper shows evolution of specific features of mutual interest of the sides, development of new integrative structures in the region and beyond its boundaries (IOR-ARC, BIMSTEC and others), and the role of the Indian Ocean area.
Great attention is also paid to the role of the so-called “Chinese factor”, its impact on India-ASEAN relations as well as to the opposite process
Chinas reaction to greater Indias influence in the South East Asia and North Asia.

observes amid the global financial crisis economic and political profile of Asia-Pacific, a world region where a number of countries continue to show high rates of growth, is continuously increasing.
Asia Pacific region becomes one of the poles of emerging multipolar international system which is a natural response to a qualitatively new geopolitical situation.
This is also the region where Association of South East Asian Nations, a remarkably successful regional organization, has been functioning for more than 40 years. The Association acts as a nucleus and epicenter for numerous emerging free-trade zones. The first such project
Free Trade Agreement between China and ASEAN has been in operation since 2010.
The Association is a recognized uniting leader within the East Asian Community (EAC), first summit of which was held in December, 2005 in Malaysia.
The Russian Federation is a not a member of the EAC yet. The main cause is its insufficient substantial (primarily economic) ties with ASEAN. However, author argues that year 2010 could become a critical stage for Russia
s relations with the Association and its participation in regional integration processes. The signs of such changes are the forthcoming ASEAN Russia Second Summit, recent decision about Russias inclusion in ASEM process and active discussion on the necessity of its participation in the EAC.

devotes her paper to the problem of financial integration process in Eastern Asia and in South-East Asia in particular, which is under way in the framework of “ASEAN +3” and “ASEAN + 6”. Special attention is paid to the specific features of East Asian integration mechanism in the sphere of finance. The author also makes the predictions as to the future development of the trends and prospects of integration processes.

s article tracks the path of Australia to its leadership in the South Pacific in the 2000s. The author covers the trends in relations between Australia and France its main rival in the struggle for spheres of influence. Data is provided on economic and military policy of Australia in the region. Australia managed to gain victory over France through greater economic and military capabilities. The impact of the global 2008-2009 economic crisis is analyzed to see if Australias position in the region has change.

N.G. Rogojina notes that Aggravation of an ecological situation in the SEA countries, occurrence of transboundary environmental problems and, the main thing, their interrelation with the general developments dictate necessity of acceptance of multilateral measures directed to solve them. The SEA region is one of first-ever has started formation and realization of the regional ecological policy concentrated within the frame of ASEAN. Ecological security is considered as one of the major conditions of maintenance of economic and political safety in region. Practice of regional ecological cooperation, including the main problems of its realization, as well as activity of corresponding institutional mechanisms and institutes of  ASEAN are analyzed in detail.

in her paper “UN and Myanmar/Burma” has reviewed the complicated nature of Myanmar
s interactions with the United Nations. Burma joined the UN soon after winning independence in 1948. U Thant, a Burmese national, was the UN Secretary General (UNSG) from 1961 to 1971. After 1988 at the core of Myanmars relations with the UN have stood the “good offices” role of the UN and interactions with the UN Commission on Human Rights (UNCHR), especially with its special rapporteur. The author has focused on Myanmars declared policy of cooperation on human rights with the UNCHR, the UNSG and special envoys. In spite of the disappointing results of the UN mission in 2008, the author reminds that the UNSGs “good offices” often bear fruits only after recurrent rounds of tiresome, frustrating and seemingly dead-end diplomacy.

Abstract: Dr. Vyacheslav Urlyapov, Doan Mai Linh
analyze an emergence of the political vacuum caused by the absence of Indonesia with its former role of the respected regional leader, achievements of the domestic economic development and the breakthrough into the structures of Asia-Pacific and international integration
all these developments have strengthened Vietnams ability to play a major role in Southeast Asian geopolitics. Despite serious shortcomings in implementation of ASEAN integration schemes the grouping was continuously viewed by Vietnam as an important and valuable regional body. Simultaneously Hanoi paid a growing attention to wider cooperation with individual member states of ASEANs ten, especially with neighbor countries of Indochina. The authors of the article accentuate attention to bilateral cooperation ties between Vietnam and other ASEAN members.

Abstract: The paper by Dr. Peter Tsvetov develops significance of annual reports of the UN bodies for research of social and economic issues of South-East Asia. As an example “The Economic and Social Survey of Asia and the Pacific 2009” is thoroughly examined, which is mainly focused on the development of the global financial crisis. Some other UN periodical publications are mentioned, including Human Development Index. Stressing that the facts and figures of these reports are based on official documents of individual states the author demonstrates pros and cons of using the said data source.

The authors argue that comprehensive cooperation between the two blocks has become a solid basis for a broader Asian European partnership within the ASEM framework. While ASEM summits are the most important feature of contemporary relations between ASEAN and EU, they are engaged in numerous other activities in political, economic, humanitarian and security areas.

Abstract: Dr. Alexey Drugov
in his article “Religion and Power in Modern Indonesia” analyses the role of religion, particularly Islam in Indonesia after the fall of authoritarian “New Order” regime in 1998. The proponents of institutionalizing Islamic shariah law through the state legislation are becoming very vocal due partly to inefficiency of the secular authorities and partly to fragmentation of the political elite. The Parliament refuses such bills. Nevertheless, shariah law is introduced by local authorities through by-laws under the broader prerogatives given to the provinces after 1998. Refusal of the central government to support this process results in conflicts among religious communities and even in violations of human rights.
Still most moderate and influential Moslem leaders and clerics believe that Islamic laws are compatible with religious tolerance, pluralism and modern democratic norms.

Abstract: Dr. Alexander Popov analyses modern conditions of the traditional Balibese society, preservation of a great role of such social institutions as neighbor communities “banjar” and “desa” as well as an association based on the joint usage of water for the irrigation purposes “subak” in it. A great role of the leading in Bali religion, that is indiums in the everyday life of its inhabitants and their dependency on a necessity of fulfilling of numerous religious orders as well as the preservation of its world outlook by a secluded ethnic group “Bali-Aga” are shown.

Abstract: Grigory Suchkov
, the author of this article, sheds some light on the problems lying at the very heart of modern Indonesian politics. He stresses that the fall of the military-led New Order regime in 1998 resulted in the establishment of a truly multi-party system in Indonesia. Since the very beginning of the so-called jaman reformasi (the reform era), numerous newly born Islamic parties have played a prominent role in Indonesian politics. The Islamic parties have been very active in defending their beliefs. They were successful in establishing themselves as a real force on the Indonesian political scene. In the 2004 elections the leading Islamic parties garnered a significant share of the cast votes and claimed that they were going to gain even more ground five years later. Their optimistic predictions turned out to be wrong: the outcome of the 2009 parliamentary campaign saw a loss of popularity of the main “green” parties.

Abstract: Dr. Vyacheslav Urlyapov essay is devoted to the row erupted in Malaysias political elite between the former prime minister Mahathir Mohamad and his successor Abdullah Ahmad Badawi. The conflict was referred to by the local mass media as “Malaysian Mahabharata”. Abdullah has been attacked by the Grand Old Man of national politics almost from the time he became the prime minister, especially since he cancelled a number of Mahathirs favorite projects. He was beset by other problems, including fading economy. Abdullah led his party to disastrous elections in 2008 in which the Barisan Nasional national ruling coalition lost its two-thirds hold on national parliament. It happens for the first time since independence. A year later the prime minister had to resign.

observes the path of socio-economic development of Malaysia stressing that on every stage of it the country managed to resolve key problems it has faced. Based on the three Industrial Master Plans and nine Five year Plans Malaysia has been cardinally restructuring its economy and society. Notwithstanding the crisis, sustainable growth has contributed to distribution that is more equitable and to a balanced regional development, promoting knowledge-based economy, innovations and leading edge technologies. Today government and business circles are aware that switching to innovation development and economy of knowledge means the new type of reproduction process. Malaysia is trying to achieve a status of a developed state of its own mold under the “Vision 2020” as well as to maintain its position as one of the major trading nations.

based the study on her personal observations of Malaysian Chinese spiritual life. She reviews some religious beliefs of ancient China that shape cultural and religious peculiarity of present-day Chinese Diaspora in Malaysia. The Chinese for centuries living in Malaya/Malaysia managed to preserve beliefs and rituals that are difficult to find in contemporary mainland China. Maintaining traditional picture of the world, avoiding open religious conflicts in multicultural Malaysian society the Chinese Diaspora presents an example of adaptation to modern life.


Васильев В.Ф. О новой конституции Мьянмы/Бирмы и намеченных на 2010 г. всеобщих выборах

Abstract: Dr.
Vladimir Vasiliev's article on the new Myanmar's Constitution (2008) and planned general elections (2010) comprises several topical parts. One main is, of course, the consideration and assessment of the Constitution itself with its pros and contras. Another is a short prehistory of the constitutional process during the military rule in Myanmar. The article also deals with prevailing political situation in the country since reports on the Constitution and elections appeared in the press in 2007-2009. Also is considered the reaction to the Constitution inside and outside Myanmar. Some people are against the Constitution, because of predominance of the army, some are for it and for participation in the general elections, some are hesitant and insisting first on amendments to the Constitution. Still another topic came rather unexpectedly
it is a changed attitude of the US to the "Burma question" under Obama's administration, which has chosen the line of engagement (dialogue) with the junta government while not lifting immediately US sanctions against it.
The author is of the opinion that whatever the criticisms of the new Constitution, it is a major political event in Myanmar which should be used to save the country from its deep-seated political and moral crisis. History does not end at the first term of office of a mixed military-civilian government in Myanmar after the elections. Myanmar's opposition participation in the constitutional phase of development will enchance the process. Anyway "the game is worth the candles".

a new charismatic religious movement in the Philippines» deals with the problems of the contemporary spiritual and religious life of Christian Filipinos, the majority of the almost 90 mln. population of the Philippines, El Shaddai is a part the worlds «prosperity movements» based on the principle «wealth and health». The prosperity movements have traditionally been made up of denominational Protestants. But the Philippine El Shaddai and his leader identifying themselves with a Roman Catholic Church appears to be without precedents, El Shaddai is urban movement with a c enter in Metro Manila. Its adepts represent the low urban and low middle class strata of the society. From 80 th XX century up to first decade of XXI th , it was tremendously popular (almost 11 mln. followers in the Philippines and Philippine diasphoras abroad). The Movement is politicized and plays a specific role in contemporary Philippine politics. El Shaddais charismatic leader M. Velarde was a rather influential figure in the post authoritarian Philippines. He has created the strong net of the informal personal ties with the members of the Philippine political top elite; including the presidents F. Ramos and Dj. Estrada, using the patterns and norms of the Philippine traditional political and social culture. At present M. Velarde is not openly in opposition to unpopular president C.-M. Arroyo. The shaddaists are active participants of so-called «Street Parliament», the mass meetings and rally of by antipresidential opposition.

in the paper entitled “Vietnam in Global Economic Crisis (Trends in Foreign and Domestic Policy)" presents the picture of how Vietnam meets external challenges. To withstand the hazards Vietnam
s government uses the means of mobilizing domestic and international resources in line with tradition of “turning a challenge into a chance”. Against the backdrop of the crisis, the Vietnamese government has assumed effective measures to subdue inflation, to stabilize macroeconomics, and to ensure social security for the people.
The crisis manifested itself in slowdown of the rates of growth, but Vietnam managed not to fall into recession. Vietnam
s foreign policy with its basic principles - multivectorialism and diversification answers the needs of the economy and the society as a whole. Ties with different countries vary but there is one thing common they invariably benefit the national interests of the country.

s study provides a profound view of political developments in Thailand in 2008-2009. This period as well as that preceding it was marked by continuous confrontation between Taksin Shinawatras followers and pro-monarchist forces. During this short period 4 governments took turns, international airports were blocked, the state of emergency was introduced more than once and finally the government of rival Democratic party was installed. The researcher analyses the role and influence of multiple political actors, including such institutions as political parties, the king and royalist circles, the army, judiciary. Special attention is paid to mass participation of “yellow shirts” and “red shirts”. It is stressed that technology of “colored revolutions” is being realized in Thailand.
The author considers the possibility of outside involvement in line with changing US concept of American comeback to the region of South-East Asia.



А.О. Историография проблемы «индианизации» Юго-Восточной Азии

Abstract: Dr. Anton Zakharov
in his paper reconstructs the historiography of Indian cultural influence in early Southeast Asia covering the period from the beginning of the twentieth century to our time. All the theories of Indianization have socio-cultural, methodological and theoretic implications. Their development also depends on enlargement of the archeological data.
In fact, the term “Indianization” covers many different processes united by Indian origin of the objects adopted. The adoption of material objects, such as beads, differs from the adoption of religious cults. Perceptions of religious ideas and adoption of images of gold differ from each other. The penetration of Indic conceptions of power into the early Southeast Asian polities does not coincide with the mastering of Indian religious traditions. The choice of Sanskrit as the Language of power and/or religion is not identical to the adoption of Indian-based systems of writing. Any such process was provoked by its own specific factors, to establish these factors and the causes of adoption is a theme of future researches.

The author also covers the activities of Professor Orest Pletner and discloses rare facts on the visit of a famous film actor and director Charlie Chaplin to Vietnam in 1936.
